Digital Access to All - Digital Infrastructure -Digital Identity: Aadhaar

 The Ministry of Electronics & Information Technology(MeitY), Government of India has undertaken several path-breaking/ important initiatives during the year 2021.The following details provide a glimpse of various initiatives of the Ministry during 2021:

  1. Digital Identity: Aadhaar 
  • Aadhaar is world’s largest digital identity programme that provides biometric and demographic based unique digital identity that can be authenticated anytime, anywhere and also eliminates duplicate & fake identities. It provides an identity infrastructure for delivery of various social welfare programmes. 
  • As on 31st October, 2021, 126.09 crore [Live] Aadhaar has been issued.
  • For providing convenient in Aadhaar enrolment and update services to the people, UIDAI has engaged 2 Service Providers to establish and operate 166 Aadhaar Sewa Kendras (ASKs) in 122 cities across the country as per the revised target.  As on 31st October 2021, 57 ASKs have been made operational.

 

  1. Digital Delivery of   Services
  1. Common Services Centres (CSCs): CSCs are the world’s largest digital service delivery network, with wide reach in rural areas upto Gram Panchayat & Block level. These information and communication technology enabled kiosks with broadband connectivity has been providing various governments, private and social services to the citizens. 6,467 additional functional CSCs (including urban & rural) were added since 1st January 2020 to 31st October 2020, while, 10,339 functional CSCs were added at Gram Panchayat level.
  2. Video Conferencing (VC)NIC's VC services are being extensively used by Prime Minister, Union Ministers, Governors, Chief Ministers of States, Cabinet Secretary and Chief Secretaries, Chief Information Commissioner and various other senior officials across country. NIC is also providing web-based desktop videoconferencing services to users of various departments of central government & state governments. 
  3. Virtual Courts
  • It aimed at reducing footfalls in the courts by eliminating the physical presence of violator or advocate in the court. Virtual court can be managed by virtual judge whose jurisdiction can be extended to entire state and working hours may be 24X7. Neither litigant need to visit the court nor judge will have to physically preside over the court thus saving precious judicial time. 
  • Number of judges required for adjudicating traffic challans across the state can be reduced virtually to single judge. eChallans to be submitted in the court are automatically filed to the virtual court for adjudication. Virtual Judge can access the Virtual Court application from anywhere, view the cases and adjudicate the cases online.
  1. AarogyaSetuIt is a mobile application launched by the Government of India on 2nd April, 2020, to aid the COVID-19 efforts of the Government. The App works based on contact tracing method and helps the Government in identifying, monitoring and mitigating the spread of COVID-19 across the country.
  2. RT-PCR and Rati Mobile AppsNIC has developed RT-PCR and Rati Mobile Apps on Android and iOS platforms and a web portal to ensure, quality and accurate data of patients at location for surveillance, immediate transfer of Sample details to ICMR for use by authorized laboratories.
  3. GST PrimeGST-Prime is a product to help the tax administrators to analyze and monitor the tax collection and compliance within their jurisdiction.GST-Prime improves the GST compliance, increase the tax collection, increase the tax base, detect the tax evasion and fraud and predict the effect of policy change
  4. e-Taal (Electronic Transaction Aggregation & Analysis Layer): There has been a stupendous growth in Electronic Transactions (e-Transactions) in various e-Governance services. Since, Jan, 2020 to 8th Dec, 2020,around 6,456 crore e-transactions has been recorded and 122 additional e-Services have been integrated with eTaal platform.
  5. e-District Mission Mode Project (MMP): e-District is a Mission Mode Project (MMP) that aims at electronic delivery of identified high volume citizen centric services at the district or sub-district level. Since 1st January 2020 to 30th November 2020, over 931 e-Services have been recorded for citizens and Rollout has been increased in 15 districts across 33 States/UTs.
  6. Vehicle Location Tracking System (VLTS): It is designed to track and monitor public vehicles with the help of GPS-based tracking devices which gets fitted in Vehicles. The System also has a provision to send panic alert which triggers emergency response procedure to support passenger in distress with the help of effective monitoring using Command Control Centre (CCC).
  7. eChallanA comprehensive traffic management solution using a mobile-based app and complimentary web application which is Integrated with CCTV/ ANPR (Automatic Number Plate Reading) Cameras, RLVD/OSVD (Red Light/ Over Speed Violation) Devices, Later Guns etc for issuance of challan/ notices. 
  8. Electronic Human Resource Management System (eHRMS): eHRMS application is responsible for the maintenance of employee record in electronic form, from hiring to retiring. The project includes scanning/digitization of service book to capture the legacy data and provision of 28 online services through various modules; namely Service Book, Leave, LTC, Personal Information, Reimbursements, Advances, Tour, Helpdesk, etc
  9. ServicePlus: It is a Meta Data Based e-Service Delivery Framework which helps in making all Government services accessible to the common man in his locality through common service delivery outlets. The framework is successfully running in 33 States/UTs facilitating more than 2,299 Services of Central, State and Local Government.
  10. Rapid Assessment System (RAS): A continuous feedback system on e-services delivered by Government of India and State Governments. RAS offers Localized Feedback Forms, in 9 languages, i.e. Hindi, Gujarati, Bengali, Kannada, Malayalam, Marathi, Punjabi, Tamil and Telegu. Since 1st January 2020 to 30th November 2020, RAS is integrated with 97 e-Services of 21 Departments PAN India and 3.31 crore feedback requests have been sent.
  11. Open Government Data (OGD 2.0): The OGD Platform India (https://data.gov.in) has been set-up by the National Informatics Centre (NIC) in compliance with the Open Data Policy (NDSAP) of India. The objective of the policy is to provide proactive access to Government owned shareable data, along with its usage information in open/machine readable format, through a wide area of network across the country, in a periodically updated manner, within the framework of various related policies, rules and acts of the Government. Since 1st January 2020 to 30th November 2020, OGD India have 87,974 dataset resources, 1,118 catalogs contributed by 9 Ministry/Departments, over, 242 Visualizations created, 39,112 Application Programming Interfaces (APIs) created. OGD India has 30.40 lakh times viewed and 5.50lakh datasets have been downloaded.
  12. Global Indices: The E-Government Development Index (EGDI) presents the state of E-Government Development of the United Nations Member States. Along with an assessment of the website development patterns in a country, the E-Government Development index incorporates the access characteristics, such as the infrastructure and educational levels, to reflect how a country is using information technologies to promote access and inclusion of its people. Ministry of Electronics and Information Technology (MeitY) is the nodal ministry for EGDI. 

The EGDI is a composite measure of three important dimensions of e-government, namely: online service index, telecommunication infrastructure index and the human capital index.

  • The Online Service Index (OSI) measures a government’s capability and willingness to provide services and communicate with its citizens electronically. Ex: Transactional services: income taxes via national websites - MeitY
  • The Telecommunication Infrastructure Index (TII) measures the existing infrastructure that is required for citizens to participate in e-government- Department of Telecommunications (DoT)
  • The Human Capital Index (HCI) is used to measure citizens’ ability to use e-government services – Department of Higher Education and Department of School Education and Literacy (DoSEL)

Work Undertaken since Jan, 2021 to Oct, 2021

  • An e-Government Index Monitoring Committee (eGIMC) was set up and periodic meetings are held to review the status of sub-indices of e-Government Development Index (EGDI) under the Chairmanship of Additional Secretary, MeitY
  • The Member State Questionnaire (MSQ) 2022 shared by United Nations Department of Economic and Social Affairs (UNDESA) was duly filled and shared within stipulated timelines.
  • Assessment of 51 portals was done to identify parameters to be implemented and ensured the implementation of OSI action plan by Departments/ Ministries concerned.
  • Populating data on GIRG dashboard for OSI, TII, HCI and other indices where MeitY is the line ministry
  • Regular follow-ups with the nodal officers of 51 portals for the compliance of action items as mentioned in the OSI action plan
  • Analysis of EGDI TII data shared by DoT was done and continuous follow up with DoT to share refined data.
  • A National Online Service Index (NOSI) Framework for state level monitoring has been prepared as per the mandate of NITI Aayog 
  • Comparative analysis of National E-Governance Service Delivery Assessment (NeSDA) and National Online Service Index (NOSI) framework and further collaborative efforts are made to create a single framework for state level monitoring and implementation of OSI 
  • Apart from this, there are 7 Global Indices wherein MeitY acts as line ministry and is sharing relevant data with concerned nodal ministries on following indices and further updating on GIRG website:

  1. Digital Empowerment through Digital Inclusion
  1. Digital Skilling
  1. Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA):  PMDISHA aim to provide digital literacy in rural India by covering 6 crore rural households (one person per household) by 31.03.2022.  As on date, a total of around 5.36 crore candidates have been enrolled and 4.54 crore have been trained, out of which, 3.37 crore candidates have been certified under the PMGDISHA Scheme. 

 

  1. Skill Development in ESDM for Digital India: As on date, under the Scheme, a total of 4.14 Lakh candidates have been enrolled out of which, 4.06 lakh candidates have been trained in various States/UTs, out of which, 2.77 lakh candidates have been certified. 
  2. Fee-reimbursement programme:  under the programme free of cost training is being provided to the SC/ST candidates in various formal, non-formal and IT literacy courses at NIELIT. In FY 2020-2021, total 15,329 SC/ST candidates were trained.
  3. Future Skill PRIME: “Aggregator of Aggregator framework” to provide ‘one stop re-skilling/ up-skilling solution’ in new and emerging IT technologies. It aims to cover 4.12 lakh, IT professionals. So far, around 3.68 lakh candidates have signed up on the beta-version of the Future Skills PRIME portal; 76,437 candidates have enrolled for Foundation/ Deep-Skilling courses, out of which, around 65,463 candidates have completed the courses; and Under blended learning programme, Resource Centers have trained 397 trainers and 2,700 Government officials
  4. Special Manpower Development Programme for Chips to System Design (SMDP-C2SD)

SMDP-C2SD was initiated under ‘Digital India Programme’ in December 2014 at 60 academic/ R&D institutions spread across the country including IITs, NITs, IISc, IIITs & other Engineering Colleges with an aim to train 50,000 number of specialized manpower over a period of 6 years in the area of VLSI design and inculcate the culture of System-on-Chip (SoC)/ System Level Design at Bachelors, Masters and Research level.

Under SMDP-C2SD programme following milestones has been achieved:

  • State-of-the-art VLSI Laboratories equipped with advanced EDA tools setup at 60 institutes. 
  • About 52,000 number of specialized manpower trained at B. Tech, M. Tech and PhD levels
  • About 150 designs fabricated by 60 academic institutions at SCL Mohali foundry & foundries outside the country. These 150 Chips, designed indigenously from the scratch, will be used in 15 Working Prototype SoCs/ Systems, being developed for Strategic & Societal sectors.
  • Chip Centre has been setup at CDAC-Bangalore. So far, 71 ASICs Chips fabricated at SCL in MPW manner through Chip Centre and 29 Chips to be fabricated in 2021.
  • 15 Instruction Enhancement Program (IEPs) held to train the faculty members of 60 PIs in the area of VLSI/ System design. 
  • 21 patents have been filed and about 1500 research papers have been published in Conference proceedings / Journals. 

 

 

 

  1. Digital Payments
  1. Promotion of Digital Payments- BHIM,UPI,BHRAT QR, Aadhaar Payments
  • Recognizing the importance of a cashless economy, creating a digital payment ecosystem has been identified as one of the thrust areas in the Budget announcements for F.Y. 2017-18.  Setting up of a dedicated Mission, now named as DigiDhan Mission, was announced with a target of 2,500 crore digital payment transactions during the Financial Year 2017-18 through Unified Payment Interface (UPI), Unstructured Supplementary Service Data (USSD), Aadhaar Pay, Immediate Payment Service (IMPS) and Debit cards. As a result of coordinated efforts of all stakeholders, the number of digital transactions increased from 1085 Cr in FY 2016-17 to 5,554 Cr in 2020-21, at a CAGR of 50.42%. In FY2020-21, the mission was given a target of 5,500 Cr digital payment transactions, which has been surpassed i.e 5,554 Cr.

  1. Digital Entrepreneurship and Industry
  1. Promotion of Electronics Manufacturing

Electronics industry is the world’s largest and fastest growing industry and is increasingly finding applications in all sectors of the economy. The domestic demand for electronics hardware is expected to rise rapidly to about USD 400 billion by 2025. The Government attaches high priority to electronics hardware manufacturing, and it is one of the important pillars of both “Make in India” and “Digital India” programme of Government of India. 

In recent years, Government has taken several initiatives for promotion of electronics manufacturing in the country, Mobile and Mobile Component Manufacturing companies has increased from 2 Units in 2014 to 256 Units and India has emerged as the second largest mobile manufacturing nation in the world. The value of mobile phone production has increased from Rs 18,900 crore in 2014-15 to Rs 1,70,000 crore in 2018-19. Also, production of industrial electronics, LED production, consumer electronics has seen significant jump.

The National Policy on Electronics 2019(NPE 2019) envisions positioning India as a global hub for Electronics System Design and Manufacturing (ESDM), by encouraging and driving capabilities in the country for developing core components, including chipsets, and creating an enabling environment for the industry to compete globally. 

With a view to building a robust manufacturing ecosystem which will be an asset to the global economy government is looking forward to developing a strong ecosystem across the value chain and integrating it with global value chains. This is the essence of these four Schemes namely, the (i) Production Linked Incentive Scheme (PLI) for Large Scale Electronics Manufacturing, (ii) Scheme for Promotion of Manufacturing of Electronic Components and Semiconductors (SPECS) (iii) Modified Electronics Manufacturing Clusters (EMC 2.0) Scheme and (iv) Production Linked Incentive Scheme (PLI) for IT Hardware. 

Status is as under:

 

  1. PLI for Large Scale Electronics Manufacturing
  • A budget of INR 36,440 Crore (excluding administrative expenses) has been approved by the competent authority for the first round of PLI scheme. 
  • 16 applications have been approved by the competent authority under the scheme.
  • Second Round of PLI Scheme has been launched on 11.03.2021.The last date for receiving applications was 31.03.2021.The received applications are under process of appraisal.

 

  1. PLI for IT Hardware:
  • Production Linked Incentive Scheme (PLI) for IT Hardware notified vide Gazette Notification No. CG-DL-E-03032021-225613dated March 03, 2021 offers a production linked incentive to boost domestic manufacturing and attract large investments in the value chain.
  • The last date for receiving applications is 30.04.2021.

 

  1. SPECS 
  • 24 applications have been received and acknowledged and 11 applications are under finalization stage, 2 applications have been approved.
  • The 3rd meeting of the Executive Committee (EC) for SPECS was held on 05.03.2021 wherein 6 applications were submitted for the consideration of EC and 5 application was approved by EC.
  • The 2nd meeting of the Executive Committee (EC) for SPECS was held on 28.12.2020 wherein 2 applications were submitted for the consideration of EC and 1 application was approved by EC.
  • The 1st meeting of the Executive Committee (EC) for SPECS was held on 03.11.2020, wherein 5 applications were submitted for the consideration of EC and 1 application was approved by the EC.

 

  1. EMC2.0
  • 2 applications for setting up of EMCs in Haryana and Andhra Pradesh have been received. Out of these, EMC application of AP has been approved on 18.03.2021 with project cost of Rs. 748.76 crore including financial assistance of Rs. 350 crore from MeitY.  EMC Application of Haryana is under appraisal. 
  • In addition, 6 states viz; Telangana, Uttarakhand, Himachal Pradesh, Maharashtra, Punjab and Bihar have shown interest for setting up of EMC projects.

 

  1. Promotion of IT/IT enabled Services
  1. Next Generation Incubation Scheme (NGIS) aims to support the domestic software product ecosystem and address significant objectives of National Policy on Software Product (NPSP). NGIS is launched with focus on 12 Tier-II locations i.e. Agartala, Bhilai, Bhopal, Bhubaneswar, Dehradun, Guwahati, Jaipur, Mohali, Patna, Vijayawada, Lucknow & Prayagraj. NGIS has total budget outlay of Rs. 95.03 crores and aims to support 300 Tech Start-ups fromthese locations over a period of 3 years.

 

The 1stStart-up Challenge under NGIS,CHUNAUTI (Challenge Hunt Under NGIS for Advanced Uninhibited Technology Intervention)was launched on 10th August 2020. CHUNAUTI 1.0 has received overwhelming response in the form of 1820 applications out of which 42 start-ups have been selected through multi-tier rigorous selection process and 38 startups have been on-boarded. CHUNAUTI 2.0 was launched on 6th August 2021 with special focus on women entrepreneurs. Total 537 applications have been received which includes 316 applications from women-led/associated startups. Screening & evaluation is underway.

Market Development Initiative in Nordics & Africa Region: MeitY has initiated the project to have a comprehensive and sustained approach for IT/ITES Market Development in high potential and under penetrated markets - Africa and Nordics Region to increase the global footprint of Indian IT/ITES Industry particularly Small and Medium Enterprises (SMEs) and Start-ups through NASSCOM.

  1. BPO Promotion Schemes:
  • MeitY had initiated India BPO Promotion Scheme (IBPS) and North East BPO Promotion Scheme (NEBPS) to create employment opportunities and dispersal of IT/ITES industry in small cities and towns by incentivizing setting up of 53,300 seats BPO/ITES operations by providing financial support up to Rs. 1 lakh per seat in the form of viability gap funding towards capital and operational expenditure along with special incentives. The duration of IBPS and NEBPS was up to 31.03.2019 and 31.03.2020 respectively however disbursement of financial support may go beyond this period. The disbursement of financial support under these schemes is on reimbursement basis directly linked with the objective i.e. employment generation by the units. 
  • Currently, around 247 BPO/ITES units are either operational or have completed their tenure under NEBPS and IBPS providing direct employment to around 45,500 persons.
  1. Export promotion Schemes

For the promotion of Software exports from the country, Software Technology Parks of India(STPI) was set up in 1991 as an Autonomous Society under the MeitY. STPI acts as ‘single-window’ in providing services to the software exporters. The STP scheme allows software companies to set up operations in convenient and inexpensive locations and plan their investment and growth driven by business needs. 

There are many benefits under STP scheme like duty free import of capital goods which are also IGST exempted, capital goods purchased from DTA are entitled for refund of GST, 100% FDI is permitted, Sales in the DTA is permissible, 100% depreciation on capital goods over a period of 5 years etc.

The Electronics Hardware Technology Park (EHTP) Scheme is an export oriented scheme for undertaking manufacturing of electronic goods.

 

Status

  • STPI has set-up a total of 61STPI operational centres/ Sub-centres across the country, out of which 53centres are in Tier II and Tier III citieswith an objective to disperse the IT/ITES/ESDM Industry in smaller cities for the balanced regional growth. 
  • Exports (tentative) for the Financial Year 2021-21as reported by units registered under STP/EHTP schemes is Rs. 5,03,260.69 crore.

 

 

  1. Innovation and Startups
  1. MeitY Startup Hub (MSH): MSH is a dynamic, singular and collaborative platform for tech startup community towards building meaningful synergies in the Indian startup space. MSH’s quick value additions to domestic tech startups in terms of  improving scalability, market outreach and domestic value addition and setting up innovative partnerships with various stakeholders has been a key differentiator in MSH’s efforts  to  catapult  the  tech startup ecosystem in the country. MSH has seen a consolidation of over 2,650 startups, 418 incubators, 347 mentors and 22 state of the art Centres of Excellence (CoEs) in a quick span of time

 

  1. TIDE (Technology Innovation Development for Entrepreneurs) 2.0 – TIDE 2.0 has been formulated to provision a steady funding cycle for incubatee startups right from ideation to exit. The overarching scheme by pivoting business models in select thematic areas of national concern aims to handhold and nurture 2000 technology startups and augment the capacity building of 51 technology incubation centres pan India to spur innovation and create economic wealth. Under the scheme, 300+ startups have been onboarded across 51 Incubation Centres.

 

  1. Centre of Excellence (CoE) for BlockchainThe CoE will facilitate various government departments in building proof of concepts for use of Blockchain technology in different dimensions of governance, leading to large scale deployment of some such applications.

 

  1. MeitY – ERNET - NASSCOM Center of Excellence (CoE) for Internet of Things (IoT), Bangalore: The CoE is funded 50:50 on Public Private Partnership (PPP) model between MeitY and NASSCOM through its industry partners.  Under COE-IoT Bengaluru, a number of start-ups have been incubated and are getting uninterrupted access to advanced equipment. The following are the major highlights of CoE- IoT, Bangalore:
  • 91 Start-ups enrolled in house, connected with 1,463 start-ups pan India
  • 117 IoT researchers incubated
  • 74 Prototypes showcased 
  • IP’s applied -19, Received- 7
  • 34 Societal projects executed
  • Employment Generated- 1,076
  • Partners Signed up: Strategic-18, Co-create-2, Innovation-8, Infrastructure-6, Technology-3, Ecosystem-3, International-2
  1. Electropreneur Park by STPI in Delhi-NCR: To promote innovation, R&D and create Indian IPs in ESDM domain, Electropreneur Park (EP) has been setup by Software Technology Parks of India (STPI) in collaboration with India Electronics & Semiconductor Association (IESA) and Delhi University (DU) at South Campus, Delhi University. EP Delhi has been established in area of over 10,000 Sq. Ft. constructed space with facilities including laboratories (RF and Power Labs). Initially, its duration was 5 years which has been extended till June 2022. EP-Delhi targets to support 51 start-ups.

 

As on date, EP-Delhi has supported 50 startups. Few key outcomes of EP Delhi are: 43 new products and 33 working prototypes have been developed, 51 IPs filed, 34 startups have received external funding/grant, total revenue generated by the startups is Rs. 65 Crores estimated total valuation is Rs. 310 Crores and employment of 558 persons is generated.

 

  1. Fab Lab at STPI Bhubaneswar, Odisha: STPI has come-up with 1st Fab Lab at Bhubaneswar with support from Fab Foundation, USA and Government of Odisha. The Lab mainly comprises inventories such as Laser Cutter, Large Scale CNC Mill, Mini CNC Mill, 3D printers, VinylCutter, Sand Blaster, Electronic Components &Tools, Moulding&Casting Tools, and Electronics Test Equipment etc.

 

  1. Domain Specific Centres of Excellence (CoE): The vision is to create 20 domain specific CoEs in diverse areas such as fintech, Medtech, IoT, Automotive Electronics among others to stimulate technological innovation and generate infrastructural excellence. So far, 16 CoEs has been setup.

 

  1. Research and Development
  1. National Language Translation Mission (NTLM) has been initiated which will enable the wealth of governance-and-policy related knowledge on the Internet being made available in major Indian languages.  Mission will harness natural language technologies to enable a diverse ecosystem of contributors, partnering entities and citizens for the purpose of transcending language barriers, thereby ensuring digital inclusion and digital empowerment in an “AatmaNirbhar Bharat”. Under the mission National Public Digital Platform will be developed hosting language datasets, technology solutions and services involving industry and startups.   1. Quantum Computing: A “Quantum Computer Simulator” has been developed to help design better hardware to carry out advanced research in quantum computing, facilitate testing of quantum computing algorithms/programmes and hands-on training. The simulator has been ported on HPC infrastructure like PARAM Shavak and PARAM Siddhi.

 

  1. National Supercomputing Mission (NSM): During FY 2021-22, Under Phase-II of NSM, C-DAC has already commissioned two systems of 650 TF (800TF Peak) each at IIT Hyderabad and C-DAC Bangalore. Systems including 3PF Peak at IISc Bangalore, 1.66 PF Peak at IIT Roorkee and 833 TF Peak each at IIT Guwahati, NABI Mohali, IIT Gandhinagar, NIT Trichy and IIT Mandi will be installed by March 2022.

 

  1. PARAM Siddhi - AI of 210 AI Petaflops, SUPERCOMPUTER: it has been developed by C-DAC.  This State-of-the-Art large-scale HPC-AI scalable infrastructure shall play a pivotal role in developing a vibrant ecosystem for research and innovation in science and engineering. “PARAM Siddhi – AI” supercomputer is the largest and fastest Supercomputer in India and ranked at No. 62 position in ‘TOP500 Supercomputer List – November 2020’ declared at Supercomputing Conference 2020 at United States.
  2. Server Platform Rudra: C-DAC has developed its Indigenous Server Platform Rudra based on 2ndGeneration Intel Xeon Scalable Processor Cascade Lake. Rudra based server system along with the full software stack from C-DAC is first of its kind made in India to meet the HPC requirements of governments and PSUs. 1PF system based on Rudra server will be build and deployed soon. The Phase-3 systems under NSM will be deployed with Rudra server. Future Server platform is being developed using Intel's Next Gen Processor
  3. Microprocessor Development Programme (MDP): A family of 32-bit/ 64-bit Microprocessors and associated software tool-chain & IP Cores are being indigenously designed using Open Source ISA (Instruction Set Architecture) and fabricated at SCL foundry and foundries abroad for meeting the strategic and commercial requirements. Under MDP:
  • 32-bit/ 64-bit SHAKTI Processor designed by IIT Madras and fabricated using 180nm, SCL Mohali and 22nm, Intel foundry.
  • 64-bit Single/ Dual/ Quad-Core variants of VEGA processors have been designed by C-DAC and sent for fabrication at 130nm Silterra foundry and 180nm, SCL foundry.
  • 64-bit Quad-Core AJIT processor is being designed by IIT Bombay.

 

  1. Cyber Security
  1. Cyber Surakshit Bharat (CSB): It was initiated in partnership with Industry consortium in Public Private Partnership (PPP) mode with the objective to educate & enable the Chief Information Security Officers (CISOs) & broader IT community of Central/State Governments, Banks and PSUs to address the challenges of cyber security. The training was conducted in 6 cities to train and enable around 1200 officials. As on October, 2021, a total of 23 batches (16 in physical and 7 in online mode) of deep dive training were organised till October 2021 and 931 CISOs/IT officials from Government, PSUs, Banks and Government organisations have been trained. 
  2. Cyber Security Grand Challenge for Start-ups: It was launched for Start-ups in January 2020 to develop Cyber security product on 6 identified unique Cyber Security Problem Statement(s) most relevant to the current challenges faced in the cyber space ecosystem. The Challenge has three stages namely Idea stage, Minimum viable product (MVP) stage and final stage. In the idea stage, based on the concept, approach proposed to build a product based on the 6 problems, the jury shortlisted 12 teams which were given a sum of Rs. 5 lakh and mentorship support. In MVP stage, based on their approach, USPs and value proposition, deployability and product market fit, jury shortlisted 6 teams who were given Rs. 10 lakh each. The final result was announced on 18thNovember 2021 and winner got cash prize of Rs. 1 crore.  The 1st runners-up got first cash prize of Rs. 60 lakh and the 2nd runner-up got cash prize of Rs. 40 lakh. 
  3. Online cyber security training of officers of Central Government Ministries/Departments:
  • Generic Online Training in Cyber Security (Awareness training) of about 6-8 hrs duration for all the officers/staff of Government of India. 25  batches  have been completed  by covering 9,145 government officials from  76 Ministries/ Departments as on 31st October,2021
  • Online Foundation Training (Advance Level) in Cyber Security  ( 60 Hours  Theory + 40 Hours labs) for technically qualified or with requisite aptitude in Cyber Security / IT.9  batches  have been completed  by covering 605 government officials from 76 Ministries / Departments as on 31st October,2021

 

  1. National Centre of Excellence in Cyber Security (NCoE): 

Under Cyber Security R&D Programme .National Centre of Excellence (NCoE) in Cyber Security has been set-up in collaboration with Data Security Council of India under project funded from Ministry of  Electronics & Information Technology. The above initiative is an endeavor to build a sustainable cyber security technology and industry development momentum across the country. The major objectives of the Centre are: (i) Building ecosystem of Cyber Security Technology Development and Entrepreneurship (ii) Translating R&D to Security Products (iii) Making Technology Stack of Security Products Contemporary & Cutting Edge and (iv) Market Adoption of Developed Products in various domains of Cyber Security including Financial Sectors. So far 27 start-ups under NCoE has been incubated for developing products/ solutions in various key domains of Cyber Security. 20 More start-ups are in process of mentoring.

 

  1. Capacity Building for Cyber Security in North-East Region:

Development of Cyber Forensic Training cum Investigation Labs in North-Eastern States and Cloud based Centralized Cyber Forensics Lab Infrastructure- Under this project, Cyber Forensics Training cum Investigation Labs in 8 NIELIT Centre of North Eastern states. So far 1290 personnels have been trained under this programme. In addition , Cloud based Infrastructure hosted at NIELIT Kohima is use for sharing of cyber forensic tools, content delivery & cloud based Virtual Training on cyber forensics for LEAs of all eight north eastern states.

 

  1. Notification of Forensic labs as ‘Examiner of Electronic Evidence’ under Section 79A of the Information Technology Act 2000

Section 79A of the Information Technology Act 2000 mandates Central Government to notify Examiner of Electronic Evidence for the purposes of providing expert opinion on electronic form evidence before any court or other authority. For identification and selection of Examiner of Electronic Evidence, MeitY has designed and developed a scheme, initially to access and notify Examiner of Electronic Evidence on the pilot basis. Till now, ten Cyber Forensics Labs have been notified by MeitY.

  1. Education and Research Network (ERNET)
  1. ERNET VSAT connectivity for Internet/Intranet access in the North-Eastern States of the country: The VSAT connectivity was provided at 60 educational institutes/ schools in NE states up to 22.2.2020 for 03 years period. Thereafter, it was extended for 1 more year, i.e. up to 22.2.2021, at 37 schools and was further extended for 6 more months, i.e. up to 22.8.2021, at 26 schools where option of terrestrial connectivity was not available. The project completed successfully on 22.8.2021.

 

  1. High Capacity SCPCVSAT link for NKN: ERNET India has established two High Capacity SCPCVSAT links for NKN project of MeitY located at (i) NKN Kavaratti, the UT of Lakshadweep Islands functional from 1.3.2017; and (ii) NKN Port Blair, the UT of A&N Islands functional from 9.1.2018; which are individually providing data rate of 47 Mbps at both locations. The links are used in providing Internet connectivity to the Knowledge institutions, etc.of the region.

 

  1. High Capacity SCPCVSAT link for LITSS Lakshadweep: ERNET India has established nine (9) High Capacity SCPCVSAT links for Lakshadweep Information Technology Services Society (LITSS) in 9 Islands of Lakshadweep viz. Agatti, Amini, Andrott, Chetlat, Kadmat, Kalpeni, Kavaratti, Kiltan and Minicoy. Initially, the satellite bandwidth of 25.5 MHz was allotted w .e .f. 31.10.2019, which has been further enhanced thrice vuz. (i) 42.6MHz w.e.f. 23.2.2020, (ii) 44.00MHz w.e.f. 01.01.2021, (iii) 48.5MHz w.e.f. 19.09.2021 among these 09 sites. Currently, these 9 links are operating with 48.5MHz of satellite bandwidth. All the links are functional and are being used by LITSS.

 

Above VSAT links are providing Internet connectivity to remove the barriers of information flow in the unconnected parts of the country.7

 

  1. Domain Names to Educational & Research Institutions : ERNET is the exclusive registrar for providing domains under ac.in, res.in, edu.in & विद्या.भारत. More than 16000 domains are being supported by ERNET at present.

 

  1. Accessible Websites for Hearing & Visually impaired (Divyangjan): ERNET with the aim of providing barrier free and inclusivity in accessing Digital information to the citizens has been developing / modifying State Government websites across the country to make them easy to use and accessible to all sections of the society especially divyangjan. More than 500 websites have been developed conforming to the International Web Content Accessibility Guidelines (WCAG).

 

  1. DNS Root Server Testbed:  ERNET is doing active research on testing out the resilience and stability when only the future Internet Protocol IPv6 will be used. 3 Servers out of the 25 deployed worldwide are deployed in ERNET including one with IDN name.

  • e-RaktKosh - Blood Bank Management System has on boarded 2100+ blood banks across 34 States / UTs in the country
  • e-Sushrut -Hospital Management and Information System for 10 locations in AIIMS across India also e-Sushrut deployment in the country has taken another leap by covering 715+ Indian Railway Hospitals across India. Additionally, C-DAC has been awarded contract for implementation of HMIS at Steel Authority of India Limited (SAIL) for its Bokaro Unit and further discussions are underway for extending the same to other units of SAIL.
  • AAKANKSHA - Radiation Treatment Planning System (TPS) is deployed at Tata Memorial Centre and system verification and validation towards user acceptance is in process at TMC.
  • e-Sanjeevani (AyushmanBharat) has been rolled out in 15 states. 
  1. Cyber Security Solutions
  • Distributed Centre of Excellence for Blockchain Technology –Successfully Developed and deployed Property Record Management System in Telangana by taking the benefits of Blockchain Technology into existing workflow of property registration application. The system was leveraged for recording Property Registration transactions on to blockchain and also submitted the expansion plan for scaling the deployment. Also developed PoCs in application domains Education and Cloud Security.
  • Prototype system for Predicting multistage attacks using Machine Learning system is successfully developed. This solution leverages ML models to detect multistage attacks. Models are built for each stage of the cyber kill chain and the output of all the stages are correlated to get accurate results. Solution is successfully developed and pilot deployment is carried out at C-DAC and further evaluation is being carried out by CERT-In.  
  • Digital Forensics Platform is being developed for automatic analysis of digital evidence for forensics purposes 
  • Cyber View Cyber Threat Management System (CTMS) is currently functional and sensors are deployed at 60 different organizations of various sectors.
  • Information Security Education and Awareness (ISEA) - As part of this initiative, total of around 3,96,394 candidates have been trained/ under-going training under various formal/non formal courses through 52 institutions and  1340 Awareness workshops  were organized by covering 2.27,239 participants in direct workshops/ Webinars.
  • eSign service of C-DAC has offered 2.02 crore of signatures for various government agencies

 

  1. Computational Drug Repurposing Studies on SARS-CoV-2 
  • C-DAC has performed drug repurposing studies on crucial targets of SARS_COV2. The drugs from the FDA approved, SWEETLEAD and phytochemicals database of various Indian medicinal plants were docked against the COVID19 protein targets. 
  • The role of Ayurvedic compounds was studied against the RNA dependent RNA
    polymerase protein of the SARS-CoV2. A phytochemical dataset from Indian
    medicinal plants having a role in treating respiratory disorders was prepared.
    High throughput docking and simulations were performed for the best docked
    phytochemicals. Theses studies on phytochemicals lead to the identification of
    molecules from Giloy and Ashwagandha as potent molecules for inhibition of viral
    replication.

  • In FY 2021-2022, as on date 3.85 and 2.09 Lakh have been trained & certified under various formal/non formal/digital literacy courses (including online / distant training mode).
  • NIELIT implementing ‘SC/ST fee reimbursement scheme [One of the DBT scheme of MeitY]’ and has trained 1,978 SC candidates and 13,351ST Candidates in FY 2020-21, the claim for FY 2021-2022 is under process.

As on 21.11.2021, there are 6.1 crore users on WhatsApp Chatbot and around 14.45 lakh users on English telegram channel and 48,000+ users on Hindi telegram channel. A collection of stories (CORONA Warrior Stories) of citizens on their efforts towards curbing COVID 19 are also Hosted at - https://self4society.mygov.in/ with 2,26,125 individual and 7,306 organization registrations offering 12,66,616 items as of 21.11.21.
